GETTING THE LOAN

ONCE your design is established, you need to get a quote from a builder. Khumo Matlhaga, a Prestige banker at Standard Bank, says that an extension being financed by the bank will need to be done by a builder who is registered with the National Home Builders Council, so be sure to check that this is the case. The bank will scrutinise the builder’s costing to check he isn’t unduly undercharging by loading the cement with sand, for instance, and thereby endangering the entire process and the bank’s investment.

Matlhaga says the bank will also do a series of property assessments. It will establish the value of the property and whether you are not overcapitalising, for example, by building a million-rand addition onto a cardboard box.

You also need to show the bank provisional plans for the new building. The bank accepts provisional plans because getting them finally passed by the council requires some financial output, and if they reject the loan application, you will have paid for plans you probably won’t use.

Assuming all goes well and you are granted the go-ahead for a stipulated sum, the bank then registers this amount with the deeds office, for which you will be charged a small percentage and be required to sign, or at least initial, an alarming amount of legal documentation.

BUILDING PROCESS

ONCE your loan is approved, it is up to you to ensure things don’t go awry. Colin Gibbings, owner/manager of Waterford Construction, offers some advice about the building process. The best reference for a builder, he says, is word of mouth. but if no one you know has done any building recently, look for builders working in your area and ask the home-owners whether they would recommend them.

It is common practice to give your builder 10% of the estimated cost up front, but Gibbings suggests that thereafter you pay him in arrears for work that is done. and protect yourself by not paying out lump sums for building materials that are not on the site; rather pay the supplier directly.

He adds that one’s budget is often completely scuppered by small incidentals that keep adding up: things like paint and the cost of getting rid of rubble. Bathroom fittings and door handles all need to be factored in on top of the cost of the bricks and cement. Gibbings suggests drawing up a spreadsheet of all expected costs and monitoring them as the project progresses.

PLANS APPROVED

BUT even before you start building, you need to get your plans passed. Pernille Martin of Pernille Martin architects says that if you don’t have the original approved drawings of your house, you need to get them from the planning department of your municipality. This department will also provide you with a zoning certificate, building lines on all four sides of your property, sewer connections and servitudes, where these exist.

Martin advises that you find out from the planning department exactly what documents they will require for your addition. some of the standard requirements are:

• a copy of the title deed from the bank. If the building is owned by a close corporation or a company, you will need a company resolution as part of the submission;
• three copies of the plans, one of which is in colour;
• Ensure that all copies of the drawings are signed by a structural engineer, and that you submit drawings with the original signatures;
• you will also require a Sacap (SA council for the architectural profession) certificate, assuming your architect is a member; and
• Payment, either in cash or by cheque, of about R12/m², or the minimum fee of about R650 .

This process can be hugely facilitated by the use of a council liaison or "runner", who, for a fee, will do all this time-consuming legwork. and because they do it for a living, they also know exactly where to go, what to do and who to speak to, allowing you to go to work and earn the money you need to pay back the bank.

REPAYING THE LOAN

THE best way to repay any loan is as quickly as possible. however, the extension you’ve just done is likely to have increased your original minimum repayments and you might be feeling a bit stretched. Standard Bank’s Khumo Matlhaga says you have the option of extending your repayment time to 30 years. While this would increase the interest you’ll be paying, it might buy you breathing space.

Matlhaga suggests applying for an access bond, which you can link to your online banking. This would enable you to pay in any extra money you have available, such as bonuses or windfalls, that will go a long way to reducing your interest repayments. Any time you finish paying anything else off, such as your car, put this extra money into the loan. As soon as you are able to pay more than the minimum required amount, speak to your bank about creating a fixed monthly debit repayment and watch your loan amount shrink each month.
